Ten Years of Global Climate Action – Insights from the CoAct Database
This report takes stock of a decade of cooperative climate action, analysing how Cooperative Climate Initiatives (CCIs) have evolved and contributed to the implementation of the Paris Agreement.
Drawing on the CoAct Database, which now includes nearly 400 initiatives and over 140,000 actor engagements, the report presents key findings on the growth, effectiveness, and inclusiveness of CCIs, their alignment with priorities emerging from the Global Stocktake, and recommendations for the next phase of orchestrated climate action.
Among the main insights:
- Cooperative climate action has expanded rapidly, though adaptation continues to lag behind mitigation.
- Effectiveness has improved, yet equity and accountability gaps persist, especially for smaller and less-resourced initiatives.
- Participation has broadened, but decision-making remains concentrated among actors from the Global North, while local and Indigenous representation remains limited.
- The next five years will be critical to strengthen capacity, inclusiveness, and accountability, and to ensure that CCIs contribute more directly to Paris Agreement implementation and Global Stocktake priorities.
